Skim 0, why?!

Skim 0, why?!  :(
Settings - Skim Schemes - Default scheme - 50
But statistics, skim -1%
on 40 traders, skim - 0%
on 3 traders, skim - 2%
on 1 trader, skim - 3%
on 1  trader, skim - 33%
In what a problem??  ???
