EMERGENCY - Server Move

i think while the server move there was something fucked,
although the guys where adviced to copy all files and keep permissions as said for TP server move
on most of the sites, the traffic is 80% below normal for the last hours since nameserver switch
any advice / listing of which permissions are important so that i can double check

Host to Host Times were Synced, Files were rsynced, paths and permissions retained, ssi_in_config.php and variables.php files updated. Clocks on hourlys are reading 5 hrs different, any insight here ipolic?... let me know here or on icq, i need a quick solution.
