Can't update and can't start new trades

Casper:
Even though the whole tradepulse dir had 777 permissions I'm getting this error while updating:

Some files were updated with an errors.
tp_in.php
Please, change permisions for these files to "777" and try again.

Also, when I want to add a trade through Pulsetrades I get the following error:

PulseTrades is not working, we disabled it because people misused it. For tp_in.php, make empty file in public_html called tp_in.php and chmod it 777, then do update.
