Unable to log in after server move

I just moved servers yesterday and I'm unable to login to any of my TradePulse pages. I attempt to enter my username/password and the page basically just refreshes. No error message, nothing
Any help would be appreciated. I was unable to find detailed information on folder permission settings beyond a few about initial installation. I imagine it's a permissions problem most likely

I was able to get logged in by setting up a custom php.ini and updated the php variable allow_url_fopen = On so I could do a reinstall of the install.php

My next question is about permissions. My server doesn't allow 777 or 666 permissions on any files. Only 755 or 644. Can anyone tell me what the permissions should be on folders and files using those settings so I can track both in and outcoming traffic properly?

Looks like common problem with memcache.

Thanks Killdozer. I got those files from you, installed them but I'm still having problems. My stats are frozen, both in and out. I even tried doing the latest update, still nothing  :'(
If you have any ideas on proper permission settings, folders and files, it would be appreciated. As I said before, my server doesn't allow 777 or 666 permissions on any files. Only 755 or 644

Unfortunately in this case we can't guarantee that script will work properly, or even work at all.
