Skim Schemes and p=

I know that under your outgoing links, if you set a value for p=, for example p=60, trade pulse will ignore 'skim schemes' for that link. What about if you have p= with an empty field? Will that use the skim scheme.

The reason I ask this, is because I want to setup a skim scheme for my bookmarkers, as well as have certain sponsors in smart thumbs use a skim value of 100%.
