network & password storage

my ServerAdmin asked why passwords are stored in a text file rather than mysql... they believe that is a security risk.  2nd, network login doesn't work, i keep getting "no ok, local key is empty" error.  SA doesn't know what that means of course, i figured it might have to do with a box setting but apparently, that isn't the problem

The script doesn't use mysql at all. There is an htaccess file in the data directory that prevents anyone from viewing any of those files... sounds to me like your host is an idiot. When you say the network login doesn't work are you referring to clicking on the Login link from Network >> Stats or from the dropdown?
