does ip white list only allow those ip addresses to log in to TP? Is there a way to change or remove IP on white list if IP address changed?

Sure, you can edit white list, use Settings-> Admin Password.
But if your IP address has been changed and you unable to access admin area, you need to delete IP whiltelist settings file manually via ftp (tp/data/settings/auth_ip_white_list.set)
