Title: Help with dynamic skim needed

Hi
I need to have a rule set so that when the return in the 60min stats gets below 100% the skim gets to be 55% for 30 minutes and then get back to default and when the return gets above 130% to be 65% for 30 minutes and then return to default skim.
How can that be done?
