Title: Question about Traffic quality

I wonder which creterias were concindered when building the good, normal and bad list of countries. Before changing it to what I think is good I'd like to know what were your thoughts when putting for example Afganistan in the normal and not bad group...

we copied it from proton, if anyone can provide us with better sorted groups we will be more then thankfull ;)
