Fixed a bug related to access to TP's admin area when IP whitelist is enabled.

where can i actually find the filecheck tool / or how to make sure those bad files get deleted
one TP reported that i shall delete a file called 1.php cause i didnt had the permissions my host did, and he also did a serverwide search and the only other similar file he found was
anipples.com/htdocs/tp/ssi_in1.php
which doent look correctly for me as well however the TP on anipples doesnt report anything would be wrong, so shall i leave that file intact or delete it
